    The queue will fill when the multiplexer fails to empty at a suitable pace, or a publisher is filling it faster. However this queue is larger than what should be needed.

    There are a few reasons why the queue could become full, for example:
    - A larger number of multiplexers than CPU cores - which could cause thread contention
    - Too few multiplexers
    - The multiplexer may have called out to something synchronous, and is waiting for this to complete.
